Denpasar, September 19, 2025 – The Bali Regional Office of the Ministry of Law and Human Rights held a harmonization meeting for 1 (one) Draft Regional Regulation (Ranperda) and 6 (six) Draft Mayor’s Regulations (Ranperwali) of Denpasar City on Friday (Sept 19) at the Dharmawangsa Hall.


The meeting was opened by the Head of the Bali Regional Office of the Ministry of Law and Human Rights, Eem Nurmanah, who underlined the importance of harmonization as mandated by Law No. 12 of 2011 on the Formation of Laws and Regulations, as last amended by Law No. 13 of 2022.



“Harmonization is not merely a formality, but a shared commitment to ensure that every draft regulation provides legal certainty, does not conflict with higher regulations, and truly serves the interests of the people,” she said.


The seven drafts discussed included:

  1. Draft Regional Regulation on Regional Disaster Management;
  2. Draft Mayor’s Regulation on the Strategic Plan of Regional Apparatuses of Denpasar City for 2025–2029;
  3. Draft Second Amendment to Mayor’s Regulation No. 11 of 2021 on Incentives for Collecting Local Taxes and Levies;
  4. Draft Mayor’s Regulation on Billboard Rental Value Calculation;
  5. Draft Third Amendment to Mayor’s Regulation No. 19 of 2024 on Standard Prices of Goods for Fiscal Year 2025;
  6. Draft Second Amendment to Mayor’s Regulation No. 20 of 2024 on Standard Prices of Services for Fiscal Year 2025;
  7. Draft Mayor’s Regulation on the Masterplan of Gajah Mada Cultural Heritage Area 2025–2045.

One of the main highlights was the Draft Regional Regulation on Regional Disaster Management. Considering Bali’s geographical vulnerability to disasters while being a global tourism and cultural hub, this regulation is seen as urgent.


“This regulation will serve as the legal foundation for the regional government to immediately prepare strategic steps in protecting public safety,” stressed Eem Nurmanah.


The Legal Division of Denpasar’s Regional Secretariat expressed appreciation for the support and facilitation provided by the Bali Law Office.



“We are committed to maintaining the quality of regional legal products while fostering synergy with the Ministry of Law. This is vital to realizing good governance,” said a representative of the Secretariat.


In his presentation, I Kadek Setiawan, Senior Expert Legal Drafter at the Bali Regional Office, explained that the substance of all drafts did not conflict with existing laws and regulations. However, refinements were still needed in editorial aspects, additional norms, and improvements in drafting techniques to ensure clarity and systematic regulation. The analysis matrix presented contained technical notes that will soon be followed up.


The meeting was then closed by the Head of the Division for Legislation and Legal Development, Mustiqo Vitra Ardhiansyah. He emphasized that the inputs and recommendations provided would be immediately incorporated into the draft Ranperda/Ranperwali.



“Our goal is to produce regional legal products that are of high quality, applicable, and directly beneficial to the people of Denpasar,” he said.


With the completion of this harmonization, the seven Denpasar regional legal products are ready to proceed to the next stage in the legislative process, serving as an important foundation for more directed regional development that is responsive to community needs. (*)
